It's a protection racket; one group (the Alligators) moves in to menace the vacationers, and then the other (the Cats) show up to offer their services as "protection"--for a small fee, of course.
It's unusual that it's a feline/reptile partnership in this case, but not completely unheard of.
After staging a big fight to make it look like the Cats have actually done something, the Alligators shove off and wait until the vacationers leave. Then they meet up with the cats and split the "protection" money.
Really, it's a pity that more people aren't aware of this scam, because it's the only way they'll stop getting taken in by it.
The Captain is always looking for guest ranters, outbursts of anger, small slices of bitter and pictures of why wombats will be the end of us all.
